IP cameras are generally wired. There are wireless cameras, these need to connect to a composite video receiver. Most can be powered from batteries, depends on how long you want it to last. In any case your price limit precludes any sensible quality wireless camera.

if you expect unwanted visitors to your home, they will be able to trace the wifi and get alerted of webcamera present.
battery power support is unlikely cause they have some 1300 mili Amper per hour , 5 Volts DC power consumption, so the battery would stand max 2 hours of operation.
Expect that when using wireless camera it would be hard to manage the proper signal quality for wi-fi link and conceal the camera
the camera doesn’t have its own data storage, you have to operate a computer that provides it with storage medium, like HDD. However if I had to buy one, I would buy this.
